RAIL ASSISTANCE PROGRAM == APPROPRIATION. 1 2 1. There is appropriated from the grow Iowa values fund to 1 3 the state department of transportation for the fiscal period 1 4 beginning July 1, 2005, and ending June 30, 2010, the 1 5 following amount, or so much thereof as is necessary, to be 1 6 used for the purpose designated: 1 7 For the rail assistance program: 1 8 .................................................. $ 2,500,000 1 9 2. Moneys appropriated under this section shall be used by 1 10 the department to fund projects under the rail assistance 1 11 program established in chapter 327H and rules adopted pursuant 1 12 to that chapter. Such projects must be directly related to an 1 13 economic development project involving value=added 1 14 agriculture. 1 15 3. The grow Iowa values board shall approve applications 1 16 for financial assistance from moneys appropriated under this 1 17 section. The Iowa transportation commission shall not act on 1 18 an application for funds appropriated under this section 1 19 without prior approval of the grow Iowa values board. 1 20 4. Notwithstanding section 8.33, moneys appropriated in 1 21 this section that remain unexpended at the end of the fiscal 1 22 year shall not revert to any fund but shall remain available 1 23 for expenditure for the purposes designated during succeeding 1 24 fiscal years. 1 25 Sec. 2. CONTINGENT EFFECTIVENESS. This Act takes effect 1 26 upon the enactment of legislation creating the grow Iowa 1 27 values fund and board by the general assembly during the 2005 1 28 legislative session. 1 29 EXPLANATION 1 30 This bill appropriates moneys from the grow Iowa values 1 31 fund to the rail assistance program administered by the state 1 32 department of transportation for the fiscal period beginning 1 33 July 1, 2005, and ending June 30, 2010, the anticipated 1 34 duration of the fund. The moneys are to be used to fund 1 35 projects that qualify under the rail assistance program as 2 1 economic development projects and that are directly related to 2 2 value=added agriculture development. An application for 2 3 financial assistance must first be approved by the grow Iowa 2 4 values board before being considered by the transportation 2 5 commission. 2 6 The bill takes effect upon enactment of legislation 2 7 creating a grow Iowa values fund and board during the 2005 2 8 legislative session. 2 9 LSB 1848SS 81 2 10 dea:nh/sh/8.1
