Senate Resolution 6 PAG LIN 1 1 SENATE RESOLUTION NO. 1 2 BY WARNSTADT 1 3 A Resolution urging the United States Congress to 1 4 immediately enact legislation assisting states and 1 5 local governments in improving their first responder 1 6 networks. 1 7 WHEREAS, President George W. Bush and congressional 1 8 leaders are now contemplating that a war with Iraq 1 9 could begin within weeks and not months; and 1 10 WHEREAS, a significant threat exists that 1 11 terrorists may initiate attacks on the United States 1 12 once the war begins; and 1 13 WHEREAS, three months ago, President Bush 1 14 recommended that Congress appropriate $3.5 billion for 1 15 states and local governments to train and equip local 1 16 first responders; and 1 17 WHEREAS, local fire fighters, emergency medical 1 18 technicians, and other first responders will be the 1 19 first to deal with the consequences of terrorist 1 20 attacks on the United States; and 1 21 WHEREAS, Ellen Gordon, the Director of Iowa's 1 22 Emergency Management Division of the Department of 1 23 Public Defense and the head of Iowa's homeland 1 24 security efforts, has completed the necessary 1 25 strategic planning to immediately put the proposed 1 26 federal dollars to use at the state and local level in 1 27 Iowa; NOW THEREFORE, 1 28 BE IT RESOLVED BY THE SENATE, That the Iowa Senate 1 29 urges Congress to immediately act to strengthen Iowa's 1 30 homeland security by passing President Bush's request 2 1 for $3.5 billion to assist states and local 2 2 governments in improving their first responder 2 3 networks. 2 4 BE IT FURTHER RESOLVED, That the Secretary of the 2 5 Senate send copies of this resolution to the President 2 6 of the United States; the President of the United 2 7 States Senate; the Speaker of the United States House 2 8 of Representatives; and to members of Iowa's 2 9 Congressional delegation. 2 10 LSB 2206SS 80 2 11 rj/cf/24
