                                SENATE JOINT RESOLUTION

  1 A Joint Resolution petitioning Congress to propose an amendment
  2    to the Constitution of the United States defining marriage as
  3    the legal union between one man and one woman as husband and
  4    wife.
  5    WHEREAS, the United States Congress passed the federal Defense
  6 of Marriage Act in 1996, defining marriage as the legal union
  7 between one man and one woman as husband and wife; and
  8    WHEREAS, to date 37 states have enacted laws defining marriage
  9 as between one man and one woman; and
 10    WHEREAS, the voters of at least four states == Alaska, Hawaii,
 11 Nebraska, and Nevada == have approved constitutional amendments
 12 to define marriage as the legal union between one man and one
 13 woman; and
 14    WHEREAS, marriage is essential to the foundation of a healthy
 15 society and the government has a duty to protect that foundation;
 16 NOW THEREFORE,
 17 BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    That the United States Congress is hereby petitioned to
  1  2 propose an amendment to the Constitution of the United States,
  1  3 for submission to the states for ratification, to define
  1  4 marriage as the legal union between one man and one woman as
  1  5 husband and wife.
  1  6    BE IT FURTHER RESOLVED, That copies of this resolution be
  1  7 sent to the President of the United States Senate, the Speaker
  1  8 of the United States House of Representatives, and to all
  1  9 members of Iowa's congressional delegation.
  1 10                           EXPLANATION
  1 11    This joint resolution constitutes a petition to the United
  1 12 States Congress to propose a constitutional amendment to
  1 13 define marriage as the legal union between one man and one
  1 14 woman as husband and wife.
