                                      A BILL FOR

  1 An Act providing for counseling for residents of this state who
  2    are members or former members of the United States reserve
  3    forces or the Iowa national guard that were called into active
  4    federal service or duty and for persons who are part of the
  5    members' or former members' immediate families and providing
  6    an appropriation.
  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  NEW SECTION.  29A.27A  ACTIVE SERVICE OR DUTY
  1  2 == VETERANS COUNSELING.
  1  3    1.  A member or former member of the Iowa national guard or
  1  4 reserve forces of the United States who was ordered to active
  1  5 federal service or duty or a person who is part of the
  1  6 member's immediate family is entitled to have three counseling
  1  7 sessions during the one=year period following completion of
  1  8 the member's or former member's active service or duty.  The
  1  9 counseling shall be provided through the community mental
  1 10 health center serving the member's or former member's county
  1 11 of residence.
  1 12    2.  The costs of the counseling provided under this section
  1 13 shall be paid by the director of revenue and finance on a
  1 14 claim submitted to the director by the community mental health
  1 15 center.  There is appropriated out of any funds in the state
  1 16 treasury not otherwise appropriated an amount sufficient to
  1 17 pay the claims.
  1 18                           EXPLANATION
  1 19    This bill provides for counseling for residents of this
  1 20 state who are members or former members of the United States
  1 21 reserve forces or the Iowa national guard that were called
  1 22 into active federal service or duty and for persons who are
  1 23 part of the members' or former members' immediate families.
  1 24 Three counseling sessions are to be available at the community
  1 25 mental health center of the member's or former member's county
  1 26 of residence during the one=year period following completion
  1 27 of the member's or former member's active federal service or
  1 28 duty.  The costs of the counseling are to be paid by the
  1 29 director of revenue and finance from claims submitted by the
  1 30 community mental health center.  A standing appropriation is
  1 31 provided for payment of the claims.
