  1 An Act relating to the development of a health care coverage plan
  2    for children.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  HEALTH CARE COVERAGE == CHILDREN == STATEWIDE.
  1  2 The department of human services, in cooperation with the Iowa
  1  3 department of public health and the division of insurance of
  1  4 the department of commerce, shall develop a plan to provide
  1  5 health care coverage to all children in the state under
  1  6 eighteen years of age by the year 2010.  The plan shall
  1  7 include a mechanism for outreach to facilitate participation
  1  8 of children in the plan and shall include an implementation
  1  9 schedule.  The department shall submit a progress report to
  1 10 the governor and the general assembly by January 15, 2005, and
  1 11 by each January 15 thereafter regarding the plan.
  1 12                           EXPLANATION
  1 13    This bill directs the department of human services, in
  1 14 cooperation with the Iowa department of public health and the
  1 15 division of insurance of the department of commerce, to
  1 16 develop a plan to provide health care coverage to all children
  1 17 by the year 2010.  The plan is to include a mechanism for
  1 18 outreach and an implementation schedule.  The department of
  1 19 human services is to submit annual progress reports to the
  1 20 governor and the general assembly by January 15, beginning in
  1 21 2005.
