  2    experience success (HOPES) == healthy families Iowa (HFI)
  3    program.
  4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 135.106, Code 2003, is amended by
  1  2 adding the following new subsection:
  1  3    NEW SUBSECTION.  4.  It is the intent of the general
  1  4 assembly that the healthy opportunities for parents to
  1  5 experience success (HOPES) == healthy families Iowa (HFI)
  1  6 program expand statewide.  Statewide expansion may be
  1  7 accomplished through the redesign of existing local programs
  1  8 and services in accordance with subsection 3.
  1  9                           EXPLANATION
  1 10    This bill provides that it is the intent of the general
  1 11 assembly to expand the healthy opportunities for parents to
  1 12 experience success (HOPES) == healthy families Iowa (HFI)
  1 13 program statewide.  The bill provides that the expansion may
  1 14 be accomplished by redesigning existing local programs in
  1 15 accordance with existing requirements.  The existing
  1 16 requirements provide that communities may redesign existing
  1 17 local programs and services targeted at and assisting families
  1 18 expecting babies and families with children who are newborn
  1 19 through five years of age.  The Iowa department of public
  1 20 health, department of human services, department of education,
  1 21 and other state agencies and programs, as appropriate, are to
  1 22 provide technical assistance and support to communities
  1 23 desiring to redesign their local programs and are to
  1 24 facilitate the consolidation of existing state funding
  1 25 appropriated and made available to the community for family
  1 26 support services.  Consolidated funds are to be used to
  1 27 support the redesigned service delivery system.  Requests by
  1 28 local communities for the redesigning of services are to be
  1 29 submitted to the Iowa department of public health, department
  1 30 of human services, and department of education, and are
  1 31 subject to the approval of the Iowa empowerment board in
  1 32 consultation with the departments, based on the innovation
  1 33 zone principles.
