House Study Bill 688 PAG LIN 1 2 BY (PROPOSED COMMITTEE ON AGRICULTURE RESOLUTION 1 3 BY CHAIRPERSON DRAKE) 1 4 A Concurrent Resolution requesting the legislative 1 5 council to establish an interim study committee to 1 6 examine issues relating to fees imposed, assessed, 1 7 and collected by the department of agriculture and 1 8 land stewardship. 1 9 WHEREAS, the department of agriculture and land 1 10 stewardship provides a number of functions and 1 11 services, including but not limited to the 1 12 administration and management of agricultural 1 13 resources; animal and plant health and production; 1 14 meat and poultry inspection; market research and 1 15 education; the protection of producers; and the 1 16 inspection of standards, weights, and measures; and 1 17 WHEREAS, many of the functions and services 1 18 provided by the department are supported by fees 1 19 established by statute and which have not have been 1 20 examined by the general assembly for years or decades; 1 21 and 1 22 WHEREAS, it is necessary to conduct a comprehensive 1 23 legislative examination of issues relating to fees 1 24 imposed, assessed, and collected by the department, 1 25 including whether statutes setting such fees should be 1 26 amended in order to comply with modern practice and 1 27 departmental responsibilities; NOW THEREFORE, 1 28 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 1 29 SENATE CONCURRING, That the legislative council is 1 30 requested to establish an interim study committee to 2 1 conduct an examination of fees imposed, assessed, and 2 2 collected by the department and of the necessity of 2 3 those fees in performing its functions and services; 2 4 and 2 5 BE IT FURTHER RESOLVED, That the interim study 2 6 committee's final report should be submitted to the 2 7 legislative council and the general assembly by the 2 8 beginning of the 2005 Session of the Eighty=first 2 9 General Assembly. 2 10 LSB 6466HC 80 2 11 da/pj/5
