There is appropriated from the rebuild Iowa 1 2 infrastructure fund to the department of education for the 1 3 fiscal year beginning July 1, 2003, and ending June 30, 2004, 1 4 the following amount, or so much thereof as is necessary, to 1 5 be used for the purposes designated: 1 6 For purposes of making technology available to students of 1 7 accredited nonpublic schools as provided in this section: 1 8 .................................................. $ 1,500,000 1 9 1. Technology adopted and purchased by a school district 1 10 shall, to the extent funds are appropriated by the general 1 11 assembly, be made available to students of accredited 1 12 nonpublic schools located within the boundaries of the school 1 13 district upon the written request of the authorities in charge 1 14 of the accredited nonpublic school on behalf of the school's 1 15 students as provided in this section. 1 16 2. The funds appropriated in this section shall be 1 17 allocated to school districts for the purchase of technology 1 18 for accredited nonpublic schools as provided in this section, 1 19 subject to the allowable uses and restrictions of subsection 1 20 3. The department of education shall ascertain a maximum 1 21 annual amount the school district shall be required to use for 1 22 the purchase of technology for participating accredited 1 23 nonpublic schools. The amount shall be in the proportion that 1 24 the basic enrollment of a participating accredited nonpublic 1 25 school bears to the sum of the basic enrollments of all 1 26 participating accredited nonpublic schools in the state for 1 27 the budget year. A participating accredited nonpublic school 1 28 shall certify its actual enrollment to the department of 1 29 education by October 1, 2003. By October 15, 2003, the 1 30 department of education shall make payment to the board of 1 31 directors of a school district of the maximum amount that the 1 32 school district shall be required to expend for the purchase 1 33 of nonsectarian, nonreligious technology for each of the 1 34 participating accredited nonpublic schools located within the 1 35 school district in accordance with this section. For purposes 2 1 of this section only, an accredited nonpublic school's 2 2 enrollment count shall include only students who are residents 2 3 of Iowa. 2 4 3. A school district shall expend funds received pursuant 2 5 to this section for the acquisition, lease, lease=purchase, 2 6 installation, and maintenance of instructional technology 2 7 equipment, including hardware and software, materials and 2 8 supplies related to instructional technology, and staff 2 9 development and training related to instructional technology. 2 10 Funds received by a school district pursuant to this section 2 11 shall not be expended to add a full=time equivalent position 2 12 or otherwise increase staffing, unless the school district 2 13 expends not more than ten percent of the funds received to 2 14 employ or enter into a contract with information technology 2 15 specialists to provide technical consulting and integration of 2 16 technology in curriculum and instruction to advance student 2 17 achievement. 2 18 4. The costs of providing technology to participating 2 19 accredited nonpublic schools as provided in this section shall 2 20 not be included in the computation of district cost under 2 21 chapter 257, but shall be shown in the budget as an expense 2 22 from miscellaneous income. Technology expenditures made in 2 23 accordance with this section shall be kept on file in the 2 24 school district. 2 25 EXPLANATION 2 26 This bill appropriates $1.5 million from the rebuild Iowa 2 27 infrastructure fund to the department of education for the 2 28 purpose of making technology adopted and purchased by a school 2 29 district available to students of accredited nonpublic schools 2 30 located within the boundaries of the school district. To 2 31 qualify for technology under the bill, the authorities in 2 32 charge of the accredited nonpublic school must submit, on 2 33 behalf of the school's students, a written request for the 2 34 technology to the school district within which it is located. 2 35 The students enrolled in the participating nonpublic school 3 1 must be residents of Iowa. 3 2 To ascertain the amount of money a school district must use 3 3 to purchase technology for the participating nonpublic schools 3 4 located within its boundaries, the bill directs the department 3 5 to determine the proportion that the basic enrollment of a 3 6 participating nonpublic school bears to the sum of the basic 3 7 enrollments of all participating nonpublic schools in the 3 8 state for the budget year. By October 15, 2003, the 3 9 department is directed to pay the amount ascertained under the 3 10 formula to a school district for use in purchasing technology 3 11 for each of the participating accredited nonpublic schools 3 12 located within the district's boundaries.
