Section 256.7, Code 2019, is amended by adding 4 the following new subsection: 5 NEW SUBSECTION . 34. The department shall coordinate 6 with the department of human services to promulgate rules to 7 implement and develop an age-appropriate universal behavioral 8 health screening for children in kindergarten through grade 9 twelve. The rules shall require age-appropriate universal 10 behavioral health screenings beginning July 1, 2021, for 11 children in kindergarten through grade twelve who receive 12 competent private instruction, independent private instruction, 13 or who are enrolled in a nonpublic or private school. The 14 age-appropriate universal behavioral health screenings shall 15 be evidence-based and identify the need for a referral for 16 appropriate services. 17 Sec. ___. NEW SECTION . 280.31 Universal behavioral health 18 screenings. 19 The board of directors of each public school district 20 and the authorities in charge of each nonpublic school shall 21 require age-appropriate universal behavioral health screenings 22 beginning July 1, 2021, for children in kindergarten through 23 grade twelve that are developed by the department of education 24 and the department of human services. > 25 2.
