1.
Section
321.34,
subsection
10,
5
paragraph
b,
Code
2011,
is
amended
to
read
as
follows:

b.
The
application
shall
be
approved
by
the
7
department
in
consultation
with
representatives
8
designated
by
the
Iowa
fire
fighters’
associations,
9
and
the
special
registration
plates
shall
be
issued
to
10
the
applicant
in
exchange
for
the
registration
plates
11
previously
issued
to
the
person.
An
applicant
who
is
12
the
owner
of
a
business-trade
truck
or
special
truck
13
shall
not
be
issued
special
fire
fighter
registration
14
plates
for
more
than
one
vehicle.
The
fee
for
the
15
special
plates
is
twenty-five
dollars
which
shall
be
16
paid
in
addition
to
the
regular
annual
registration
17
fee.
The
department
shall
validate
the
special
plates
18
in
the
same
manner
as
regular
registration
plates
are
19
validated
under
this
section
at
the
regular
annual
20
registration
fee.

Sec.
2.
Section
321.120,
subsection
3,
Code
2011,
22
is
amended
to
read
as
follows:

Upon
approval

the
application
and

the
proper
fees,
the
county
treasurer
shall
issue

regular
registration
plates
for
the
vehicle
which
26
distinguish
the
vehicle
as
a
business-trade
truck.

The
department
may
adopt
rules
requiring
the
use
of

a
sticker
or
other
means
to
identify
motor
vehicles
29
registered
under
this
section.

Sec.
3.
Section
321.121,
Code
2011,
is
amended
by
31
adding
the
following
new
subsection:

NEW
SUBSECTION
.
1A.
Upon
approval
of
the
33
application
and
payment
of
the
proper
fees,
the
county
34
treasurer
shall
issue
regular
registration
plates
for
35
the
special
truck.
The
department
may
adopt
rules
36
requiring
the
use
of
a
sticker
or
other
means
to
37
identify
motor
vehicles
registered
under
this
section.

Sec.
4.
PHASED-IN
ELIMINATION
OF
BUSINESS-TRADE
39
TRUCK
AND
SPECIAL
TRUCK
PLATES.
40
1.
It
is
the
intent
of
the
general
assembly
that
41
the
owners
of
business-trade
trucks
and
special
trucks
42
have
access
to
any
of
the
specialty
registration
plates
43
issued
under
section
321.34
under
the
same
terms
and
44
conditions
that
apply
to
owners
of
other
motor
vehicles
45
under
that
section,
except
that
the
issuance
of
special
46
fire
fighter
plates
shall
be
subject
to
the
limitation
47
imposed
under
section
321.34,
subsection
10,
as
amended
48
in
this
Act.

2.
By
January
1,
2012,
the
department
of

transportation
shall
discontinue
the
practice
of
1
issuing
business-trade
truck
registration
plates
2
and
special
truck
registration
plates,
and
shall
3
instead
provide
regular
registration
plates
for
new

business-trade
truck
and
special
truck
registrations.

Current
requirements
and
fees
for
business-trade
truck
6
and
special
truck
registrations
continue
to
apply.
In
7
conjunction
with
the
transition
to
the
issuance
of
8
regular
registration
plates
for
business-trade
and
9
special
trucks,
the
following
registration
practices
10
shall
apply:
11
a.
Except
as
provided
in
paragraph
“b”,
current
12
owners
of
vehicles
with
business-trade
or
special
13
truck
plates
shall
continue
to
use
those
plates
until
14
ownership
of
the
vehicle
is
transferred
or
until
a
new
15
series
of
Iowa
registration
plates
is
issued
by
the
16
department
of
transportation.

b.
The
owner
of
a
motor
vehicle
with
current
18
business-trade
truck
plates
or
special
truck
plates
19
may
elect
to
be
issued
specialty
plates
in
lieu
of
the
20
current
registration
plates
for
the
vehicle,
subject
21
to
the
terms
and
conditions
applicable
under
section
22
321.34.

c.
The
owner
of
a
motor
vehicle
being
registered
24
for
the
first
time
as
a
business-trade
truck
or
special
25
truck
may
elect
to
be
issued
specialty
plates
in
lieu
26
of
regular
registration
plates,
subject
to
the
terms
27
and
conditions
applicable
under
section
321.34.
28
Sec.
5.
APPLICABILITY.
This
Act
applies
for
29
registration
plates
issued
during
registration
periods
30
beginning
on
or
after
January
1,
2012.
